This panel considers how political actors mobilize in divided societies under different institutional arrangements in response to the Exclusion amid Inclusion dilemma. It explores how these actors, including political parties, movements and groups, both ethnic and non-ethnic – deal with the issue of non-dominant groups and their potential marginalisation from the system. The panel considers these questions from a number of perspectives and through a variety of case studies, including Nepal, Sri Lanka and Northern Ireland.
