Experimentation and Reform in Federated Systems

Federated and multilevel systems provide an interesting laboratory for experimentation in governance. Institutional choice, structures of intergovernmental relations, and how to delineate "shared rule" and "self rule" raise interesting theoretical and empirical questions about the origins, reform, and consequences of such experimentation. Changes in governance are often the result of experimentation. This panel contains papers that investigates such experimentation in areas such as intergovernmental relations, the flow of ideas about governance, the roots of national policy found in meso-governments, and the consequences of competitive federalism.
