Increased cross-border migration in recent of the past years, has been especially difficult to manage for those states with situated along the routes for entry into the European Union territory. Recent migrations have had a dramatic impact on perceptions of domestic stability and security of these states, on their visions of themselves as communities of belonging, and on the rationale of their citizenries as legitimate owners of their polities. Indeed, as contributions to this panel demonstrate, it is in the states where institutional and civil society have remained overwhelmingly undecided that migrants and refugees continue to be perceived as security threats, and national identity constructions have thrived on exclusion of refugees.
